New Captains for CV's,

as a new captain of a Carrier HOSHO, i have points for my Captain, and im wondering where I should appoint them, for Commander Skills

In the planes portion of the tree, with the potential exception of the torpedo reload one at tier 2 in the secondaries section.

The skills that affect your planes are usually your best bet, though you may also want to consider the skill that tells you when you've been seen.

I would recommend:

Expert Rear Gunner (level 1) or Situation Awareness (level 1)

Torpedo Armament Expertise (level 2)

Dogfighting Expert (level 3)

Aircraft Servicing Expert (level 4)

Air Supremacy (level 5)

 

These are just a set of the probably most relevant skills for a CV captain (imho)
