Stats and Average XP

So the Average XP counter is rather buggy or it does not work how I think it does.  I have noticed both Warshipstats and Wargamings numbers do odd things.  While I would LOVE for my actual average to be 2200+ I Think its more like 1500-1600.  For a few weeks my official stats page was also showing oddly high numbers, It has since gone back to what makes sense. 

 

Is this a rolling average by chance?
