What is a Buffalo cruiser?

It shows a Buffalo cruisers tier 10, never played before.

 

What's that? A premium? A tier 10 CL? She's a Fargo-Class light cruiser, the successor to the Cleveland, historically. Will she be a Premium? https://en.wikipedia.org/wiki/Fargo-class_cruiser

Its CA-B. Which has been given the name Buffalo, by WG. 

Note: the torpedoes were removed from the specification before it was drawn, hence the lack of them on the drawing but the presence of them on the in-game model.

Its a ship study then for 12 8 inch guns? She looks fairly standard WWII/era design, however she does look a lot like the Cleveland due to the twin angled funnels and independent forward guns. I wonder if it'll be comparable to the Des Moines.

A premium tier 10 with torps for USN? That's strange.

 

She's quite elegant I must say, can you show her full stats? Gun ROF, range, fire potential, etc. Torp range, what's the AA like, armor scheme, concealment, speed, turning times, etc etc etc. You get my point lol

 

How do you get access to those?

I gave you credit for this on Rebeldad's "Where are Citadels?" thread.  I never thought or knew to look for drawings called study schemes.  Turns out there are quite a few of them out there.
