Service level stalling?

I have been @ service level 9 for about 3 weeks , my bar is full, why am i not getting any higher in service level? I have 8 ships 7 are currently t5 and 1 t6,

Because there aren't any levels higher than 9 right now.

Yeah, it's almost beta-level access to the ranks for everyone right now. To be honest, though, I don't really see the need to move any higher until more trees come out (and I'm talking after the new cruisers and destroyers).
