I mean, if I have planes available below decks, why doesn't the game mechanics "plus up" my sortie to full strength before allowing it to leave for the next attack run? A squadron that is short strength is mostly useless... do I really have to allow it to be 100% killed before getting a new full strength flight of planes? The Langley doesn't have many planes in reserve, so it's possible that you've just run out of planes in reserve which is why your squads aren't large. You can find it these number listed alongside your on-screen squadron buttons like seen in the red box in the screen capture below. When one of those numbers hits zero, then your CV will not be able to replenish losses to the type of squadron in question. Hope that was helpful.

He does, which I believe he conveyed with "if I have planes available below decks, why doesn't the game mechanics "plus up" my sortie to full strength". No, because he already stated "if I have planes available below decks, why doesn't the game mechanics "plus up" my sortie to full strength". Are you guys like, drunk or do you not read well? I noticed this tonight and am pretty certain it was not like this until very recently. Maybe the changed it...
