I'm curious about this too. I have a goal to use my quota of compliments each day.

 

Is any notification given to the recipient? Does the recipient know who complimented them?

 

Inquiring grumpy minds want to know...

Perhaps there should be a notification that someone has complimented/reported you? Could be anonymous. Simple things can have great effects on a person's head-game.

WG sends representatives of the NKVD to the homes of those you complement/report, and they have a word with them accordingly.

 

In this way you are helping to improve the community.

Odd you get complimented for smashing people in a high tier carrier. 

 

I imagine it's some hazing ritual for your clan?

So unless they know where to look it's like shouting at the forest or saying thank you to someone after they have left the room.

Compliments do indeed show up in your notification if someone compliments you.

 

If you complain, it flows away into the electron void....nothing ever happens, it's like it never existed, and you get one less complaint for the next game.

If you see someone do something great in game, mention it in chat.  You may brighten their day, especially if they've been having a tough mm streak.

 

I should give the in game tool a look sometime, too.

Wait, you mean the in-game complimenting feature?

Don't know if it really does anything.  WG has never released any info on its implications, AFAIK.
