Are there drawing of weak spots on tier 2 & 3 ships? Should I aim AP shell just below the cannon to explode the shell compartments? What other places should I shoot AP shells?

Look for iChase's "Captain's Academy" video's on youtube. Required viewing for new players with questions like your IMO.

Or, you watch carefully when your shells hit. One will earn you 50 bucks, the other 1000 bucks, so you will know which one works at what moment :)

I agree with the previous poster recommending the iChase WoWS youtube series.

One thing to remember though is that unlike in WoT where the chances are quite high that you can hit a weak spot with a well aimed shot at a relatively static target, WoWS is a lot different.  Usually, both the shooting and target ships are in motion, and often you're shooting at target ships that are at a such a great distance that the shell will take a number of seconds to reach the target, sometimes over 10 seconds.  Thus, the chances of hitting those critical locations on a ship that get you a "citadel hit" tend to be very low.  This isn't to say that people shouldn't learn where these spots are and learn to aim for them.  But one should always remember that the chance of actually hitting them is low even on the best aimed shot.  Short of a well-aimed shot having the blessings of RNGesus on your side, the usual way that ships get sunk by gunfire is to batter them down with dozens of hits.  For every ship that you sink in one or two volleys with massive citadel damage, there'll probably be dozens of ships you sink by simply battering the ship into wreckage with dozens of low to moderate damage hits.

While this is true, the good thing is that a lot of the time, you're weakspots are a lot larger. As in, "Oh look, that guy is out of position. If I can hit any portion of a 100m log section of his 250m long ship, good damage."  The spots to aim at are pretty large usually. Actually that's the thing about the Cleveland which is most frustrating to me. Her citadel is tiny. Seriously, why is the Cleveland harder to kill than a New Orleans?

Because that's where historically her boilers were:

Yeah I know that. There are many other things about the Cleveland that really irritate me, but really, the biggest one is how difficult it is to purposely citadel the ship. I want to say this without sounding arrogant. I'm not an amazingly skilled player, but I feel like I'm better than average joe by a fair margin. Good enough to consider myself at the low end of where the truely good players are. That said, I shoot for the engine rooms on that ship, but to be honest, most of my hits to the Cleveland's cit are pure blind luck.

I think it's a bit [edited]in terms of game balance that you go from the Omaha to the Cleveland, get a huge upgrade in toughness, then to the Pensa (admittedly a ship that I love, enjoy and find to be pretty balanced) which is like the quintessential glass cannon. Then after that, you get the New Orleans, which is definitely tougher than the Pensa, but basically has the same HP and armor of the Cleveland, with a much larger citadel and in a way harsher environment. I call [edited].
