The more observant of you will look in the bottom left of the photo, and notice that torpedo launcher #1 and #2 aren't lined up with #3 - they're just a tad in front of it.  Howevernothing is preventing or blocking torpedo launchers #1 and #2 from turning farther towards the aft of the Fubuki.  It is especially noticeable on #2, which has loads of room to turn further towards the aft.

Also my Fubuki has US camouflage for some reason ¯\_(ツ)_/¯

I think the image's broken.

It's working for me, but try these if you're having issues:

Oh, I don't have a Fubuki maybe it's the lifeboats or the things to the bottom left of the smokestack?

Neither one looks blocked from pointing farther towards the rear of the ship, and the lifeboat would prevent it from firing further towards the fore, not the aft. :P

Maybe he meant the fact that if the 2nd torp mount would turn even further aft the rear part of the mount would hit the boat.

I think it's more of a gameplay thing. Just about everything with multiple launchers has deadzones in the directions of the other launchers.

The only real world scenario I can think of is that the physical compressed air launch of the torps does not have enough oomph to get them over the sides at specific angles, but that's grasping at straws.
