CV map pops at start up?

Im curious if its just me.  I havent observed anyone mention it before.

 

When a CV starts in the Tactical before the match starts. He gets forced into the scenic map once the match starts.  Which I find very annoying.

Since Im pre launching planes and setting waypoints. when this happens.

 

This doesnt happen to any other class of ship for me.  If I start in the Tactical map I stay in the tactical map until  I choose to leave it.
