Let me explain, the way things stand right now as you progress up the skill tree it becomes increasingly harder to advance which is right, what I find unsettling however is the long periods where there is NO difference between a player that has 300 games under his belt and one that has 2000 games played where as in WOT the skills went up in percentages so you expect to see a difference between a 35% completed skill and a 70% completed skill in wows there is no discernable difference at all.

That's not what he's talking about. He's referring to the fact that we (in WoT terms) have no skills, only perks.

In WoT, you had skills and perks. Skills would add a %bonus to something, but it was incremental depending on how far along you were in it. At 50%, it would be half as effective as when completed. Perks generally added an ability, and didn't function until 100%.

To the OP, it's a different system. It's the same as if you were playing WoT, and didn't select a skill/perk until you had enough XP to get it at 100%.

Which is what the perks do in WOT.  Not the skills.  But there are a lot that have no effect until you reach 100 percent.

I agree.  It's especially jarring because the the majority of commander skills are percentage based.  The basis for perk vs. skill is already there.  For those that didn't play World of Tanks, a "perk" was a commander ability that only activated once you'd leveled it to 100%.  It either worked or it didn't, one example being the Situation Awareness/Sixth Sense ability in both games.  A "skill" was a commander ability that worked while it was being leveled, but scaled upwards towards unlocking the full bonus.  A common crew tactic was to re-train your second or third ability into a perk, since it would already be unlocked, and make your current level a skill like Repair, which would give you some benefit even without being maxed.  Rinse and repeat as your crew continued to level.

There are so many percentage-based skills in World of Warships that you should be able to, for example, have three points into Preventative Maintenance give you a -20.4% risk of module incapacitation while you're leveling the hundreds of thousands of commander XP for the last two points.

Or alternatively, have ALL the skills available from Level 1 or 2, and be able to take them more than once and stack the effects. (each level of the skill being say, 20% as effective as it is now, with each skill having 5 levels)
