Captain skill points

I am having a problem training my captains.  When the blue skill bar is completed and resets back to zero, most of the time my captain receives no skill bump.  Sometimes he will get a skill 1 bump, but mostly nothing.  As a result all my captains are still one and two levels with almost a thousand games played. Is this normal to not receive any skill bumps when completing the blue skill bar?
