The collision avoidance system turns itself back on in my client.  You can see i've had posts on this issue before, and I can't get it to stay off.  Perhaps its every small update, but I dont understand why or how this single option is the only option that doesn't remain.

The collision avoidance system shouldn't even be an option to have on IMO.  It not intelligent enough to deal with multiple islands in front of you, and can just as easily steer you into an island as avoid one.  It just cost me an awesome game I had were it avoided the island in-front of me only to turn me into the island to the side of me.  I was trying to hug the islands against a DD hunting me.  Not a fan of any "system" that tries to think for me like that.

Anyone else having this issue - or know how to turn the bloody thing off and keep it that way?

why have it on in the first place? pay attention and learn to drive or suffer the fate

If you actually go and read the original post, you would see that it is for some reason turning itself on again on his client after he turns it off.

I notice my rudder sometime controlling itself when I'm near an island.  Like a poltergeist has taken over my ship.  Or like I hit a sandy beach or something.  As long as I immediately and firmly apply rudder, the impulse seems to die out.

Edit:  Mm...but it looks like the collision avoidance system was on in my case.

This happens to me sometimes as well, no matter if its on or off. Also sometimes when i am holding down A my ship won't turn unless i press it again.
