But here's something even more interesting. I didn't even do 9k damage, yet I got over 1200 base xp. I'll take it, since this game used up my daily 1.5x win bonus.

HE for Clevelands. I've never gotten a citadel on a Cleveland and I deal more damage per HE volley than I do with an AP volley. Also, I had HE loaded for DDs on several occasions, but they disappeared and I fired off the HE I had at cruisers.

 

And, I was forced to shoot at 15km most of the time. At that range, my shots just kept splashing around cruisers, even though the cluster was centered right on them. I have reasons for shooting HE. And it's because BB accuracy is too unreliable and overpenning shots for 1.2k damage are just too common. I only have best results with the Colorado within 7-8km.

Cruisers have the lowest skill floor of any type in the game, especially the lower half of the US line. It is not surprising that up to t6 they are as popular as they are. I fully expect to see an increase in the "Erhmagerd, the Pensa is so BAD!!1!" threads over the next few weeks as the herd starts grinding up that far. 

 

Also, you had 53 cap point in a Standard battle cap win. That's where your XP came from.

And their hard counter does not work well enough (at least prior to tier 8).  It's bound to change eventually, enjoy it in the meantime.
