Does the captain skill "Demolition Expert" give AP shells a 3% chance to start fires? I am asking because the skill's description only says that it gives an additional 3% chance for a shell or bomb to start a fire, but does not specify whether or not this applies to only HE shells.

I'm pretty sure it's for HE, as I don't think AP can even start fires.

Supposedly, AP can start fires if you hit the fuel tanks.  And my secondaries have lit up a target before...are they shooting HE?

That ability only affect HE shells. Any secondary fire started are results of them shooting HE.

Imo it is worth while on any ship that not a IJN Destroyer or IJN/USN Battleship. on Some ships it might not be the first T4 skill(AA ships might want to get Advanced Fire Training first) but should be taken as the second T4.

To add, you cannot get a second tier 4 skill if you want a tier 5 skill
