they changed the paint job to plain when camo was added i think. 

 

there is a skin pack out there that puts them back to the two-tone gray/blue.

Low tier US ships are probably white because they're from an era when that's the color USN ships were painted.  I don't know when the USN switched from a paint scheme of white hulls and tan upper areas, to the familiar gray paint job.
