Level 3 Cruiser Admiral Skill?

I'd like to hear which skill is most useful for a cruiser. Dogfighting expert is clearly out of the question, and I want to remove Superintendent as an option as well, simply because the catapult fighter is the only limited consumable and you won't be getting more than three launches most games.

 

So I'm stuck between the remaining two skills. -10% to the reload time of the Repair Party seems OK, but so does +20% to acquisition range of torpedoes, since I like to hunt down DDs, and that means getting myself pretty close for torpedoes when going after IJN DDs.

 

Edit: I should also mention that I don't plan on going past the Cleveland, so that should rule out Superintendent. But I agree that it is very useful if you have the high tier cruisers with the Repair Party.

At the high tiers, cruisers like the Des Moines and the Zao get the HP Regen ability. That only has limited use. Also, I'm not sure if the Hydrosonic Scanning ability has limited use or not.

The Hydroacoustic Search is unlimited, and I don't intend on going past the Cleveland in the cruiser line.

Well that rules out superintendent then.

That leaves two logical choices. High alert or Vigilance.

I personally picked vigilance myself, since when I start to take shots from enemy ships, they tend to switch to AP so the CDR for Damage repair party is bit moot.

High Alert is a required skill for my cruiser captains.  Higher tier will have the Superintendent as well.

I'd get High Alert as the first T3 skill, and after you get your first T4 skill(Advanced Fire Training or Demolition Expert) go back and get Superintendent as your second T3 skill(this is around the time you grind to T9 ship anyway).

Yup, that's what I do.  Advanced Firing Training is the most important skill in the tree for me
