I'm T6 now and got 3 points saved.

 

I have first 2 of survivability and gun turn speed. 

 

I'm not sure to boost AA. Or get +1 consumables. I've certainly finished a bunch of games with no repairs left.

 

I don't think acquisition matters. I don't think torp matters because even if I can see them, I'm too slow to turn and they're usually right on me anyway. The cooldown on repair is okay, but 10% isn't very much. I would think at higher ship tiers the AA would start to matter and get good enough to be de facto anti-torpedo.

Hey there, I made this video to help out SC captains but in it I cover the captain skills and what I recommend for BB captains.

The +20% to AA on the New Mexico with the upgraded hull can chew through planes. I would really recommend it as it could easily save your life.

you may see your cruiser escortees off as they chase after isolated DDs or any other remaining hostile ships to kill them with fire as the end of the match draws near, thats when AA importance intensifies especially if one of the remaining enemy ships is a CV trying to farm off what damage they can do.
