Question about XP, modules, and research

I have a New York BB and I want to upgrade to New Mexico.

 

I have 54000 XP and N Mex costs 45,000, so it's no problem. The problem is the modules. Can I research (but not buy) the New Mexico, then research the modules using my NY experience, then buy the ship and modules all at once? Or can I only research the modules after I actually own the ship?

After you research you will have 9k exp stuck on your NY. You'll have to use gold to get it to free exp if you want to use it. Exp on a ship, stays on that ship till you free exp it off.
