I cannot put this in the "Suggestions" forum, because I'd rather spend my time playing the game than posting on forums, so forgive me for posting this here.

I have now had 2 games where I've been intentionally torpedoed, and there is no good option to report these players. The first time was the very beginning of the match, and the kid said "I'm going to show you what happens to me every game," and I just happened to be the unfortunate victim. And then just now, I scratched a guy's paint for a whopping 2 points of damage, and he torped me and said "watch where you're going."

I understand there are going to be immature children that play this game, but please at least give us a good way of reporting them. The reporting is not all that comprehensive, so I end up expending all my reports using each of the options. Please give an "Intentional Teamkill" option, or at least something better than just "Plays poorly."

Can't you right-click on their names (when you have the team displayed on your HUD) and ''report'' them?

Just stated that the game needs more than that

There are only three options: Bot, Plays Poorly, or Misbehavior in Chat.

well in theory the TK system should be handling this so that players like this either learn not to do it or find themselves unable to play because of a suspension/ban. I know that's of little comfort at the moment it happens but ... it should be automated requiring the victim to not even have to report it.

The way the TK system is operating right now, you have to do quit a lot of damage to teammates before even getting a warning (or this is the impression I get from multiple stories from players who have lost all of their HP from TK'ing without the offender getting a warning).

It should be that player who frequently does what you describe, would be given a warning after 3 or 4 incidents like this and be given a suspension If they do not change their behavior very quickly after that.
