How come I have seen the atlanta in open beta and I see no where you can purchase it? I had it in closed and liked it

Those that bought the ship before it's removal will still keep it.  It's also why you see the warspite and other non purchasable  premium ships being used even though they are no longer for sale.  Although Atlanta and the Atago are being put back soon I hear.

So for the Atlanta, is she an AA platform or does she have "main" batteries too?  Wasn't she a big AA CL during ww2?
