Anyone have a recommended build for cruiser commander skills? I am looking to run a character solely as a USN Cruiser captain.

Guns, don't bother with torpedo skills. Don't need aircraft skills either.

Find out what cruiser you really like (for me it's the Cleveland) and tailor your commander to the ship's strengths.

 

Definitely want the level 3 torpedo detection skill, jack of all trades, Critical hit one at level 5

You want to have AA skills if you're planning on advancing past tier 6 Cleveland.  Early on it doesn't seem like it, but tier 7+ are AA powerhouses.  Tier 8 will down squadrons at a time with the proper upgrades.  Tier 9 will make CVs cry as you wipe them out of the sky.  Tier 10?  The Des Moines?  It will pick a section of the map and shut it down from a CV point of view.

 

Gunnery is also important.  You have amazing support fire at those tiers, capable of close-range Citadels vs BBs, with accurate fire, and capable of longer range support with HE.  And you'll have the RoF and turret traverse to make DDs cry.

Go with gunnery, detection, and survival skills first, then.  Add the AA skills as you get to a point where they are needed.  I would start them before you get out of the Cleveland, though.  CVs are getting more and more common, so you'll want that protection.  I've ended matches at tier 7 in CBT with 50+ plane kills.  It's fun.  Of course, I went with full AA upgrades on my captain and ship, so I was hurting my DPM a bit in favor of having that umbrella of protection.  However, the BBs on my team loved me for it.
