Can't connect to chat server

To the best of my knowledge, I have never been able to connect to the port chat server. I also show up as offline to anyone who bothers to look for me. Any idea what causes this? Is there a setting or port or something i missed? I can play the game normally, I just can't interact with anyone outside of a match.

are you using Kaspersky AV by chance?  this is a known bug with this software requiring you to add an exception in its firewall.

Put Kaspersky and Chat into that search box up above to the right, I'm to lazy.  I think it can affect more than Kaspersky.

I am now also encountering this issue and "Kaspersky" isn't on my computer or anything, any advice?
