Main battery modification

I get the +15% aiming speed part, but the 10% loading time I don't quite understand.

 

Is this just poorly translated, meaning it's suppose to reduce loading time, or does this upgrade increase reload time in order to increase turret rotation speed?

 

Edit: nvmind figured it out. That mod actually does DECREASE your rate of fire.

It means that your guns aim faster, but the effective loading speed is worsened as a result (longer reloads).
