ALT-ed all the time?

Is it possible to make it so the game displays as if ALT is held all the time, without me holding it?

Like, health bars and player names on ships, etc, you get by holding alt. I can't hold it the whole game, and in Jingles' videos it's there all the time, is it possible?

For some reason I have to push regular enter after this step.    (Do not hold down Alt, it'll boot you out of full screen)

I've always seen it just work, although, it does enter you into chat [making you have to press either enter to clear and resume control]. 

 

It certainly is just something that should be a toggle in a menu. [i think a mod does that, but it should be baseline]
