Yes, yes it is, and in my neck of the woods we still use red ink when we put F's on papers, along with the score and a big circle.  If red ink happens to hurt the students' tender little feelings, there is a solution, the student gets better grades and the red ink shows up less and less.

I called it a x 2 on grounds of the final segment that deserved capitalization being used in a manner that would not always require capitalization.  By virtue of following the "..." it is conceivable that the implied word "thanks" is not the first word of a sentence, it could potentially be a fragment of a greater whole such as "many thanks".  Thus, in the way it was used the capitalization could theoretically go either way.  In my corrected version, yes, it would have been 3 capitalization errors, but that is making an assumption as to the intent of the writer, and logical assumptions may be incorrect in this case.
