when do tech tree line ships get there discounted price

Join a clan and you get savings all of the time. Plenty of lone wolf clans out there to take advantage of the benefits.

Not to the tune of 20% though. Those are very rare special events and I don't know of any planned or announced at the time.

Sometimes we get discounts during in-game events that coincide with real-world events. For example, US tech tree ships went on sale for 15% to 50% off during the US Independence Day event.

Maybe we will see some discounts in a Thanksgiving or Christmas event.

you could start you own solo clan, take part in naval battles (can be done solo) and build up your port.  I am at 10% off tech tree ships these days.  I don't really prioritize that one for a clan bonus.

I prioritized Service cost reduction, back when camo still had bonuses attached. I then prioritized everything in Oil Cost order from there.
