15 second reload on ijn or any nation light cruisers is unbelievable. The reload needs to be reduced. T7 Helena has the same number of guns as the new t7-9 ijn light cruisers. but has an 8.5 second reload and is not considered op at all, even with nearly 100k more HE dpm than the t8 and 9 ijn light cruisers. T8 mogami with the same number of 155s may be considered strong, but that is because 155s can pen 38mm with IFHE skill, while 150s and 152s of other nations can only pen 37mm with IFHE. These new cruisers have very low DPM compared to other cruisers, with most other heavy cruisers, even IJN ones, having a faster reload. If the s-curve torp gimmik is the reason for the balance factor, just remove it and give these cruisers similar torps to the heavy cruisers, since they would have been armed with the same torps should they have been built. 

The way these ships are being nurfed seems like the super testers all put 21 point Isoroku captains in their light cruisers and have often gotten krakens because they are already excellent players and can even make bad ships look good (like dido).

In essence, bring the reload down to light cruisers levels, 10 seconds for t7, 9 seconds for t8, 8 seconds for t9, and 6-7 seconds for t10, and then they might have comparable dpm to the other current light cruisers. Make the shells have more hang time or take away the curving torps if needed, because as is, the ijn gun boat DDs are better torp boats and light cruisers than this new line leaving the question as to why even play these boats

the issue is the pen buff. WG is scared of having that line over perform but, at the same time, gave them a buffed penetration to make them user friendly.

Of course the Helena does not have torps.  But yes that is a slow ROF for light guns.

what do you mean improved pen? They have the same pen calculation as all the other CLs in game, 1/6 for t7 and below, 1/5 for t8 and higher

didn't they receive a special buff to giver them some 30mm HE pen base where they would have had lower pen with the normal 1/5?

It a appears that these ships are balanced by a "spreadsheet", around a "special" captain, that are played by "sweaty try-hards" ( all Italian ships and Z-31... "First Time?", with exception of Giulio Cesare )

Than again a quick glance at the stats for Yahagi may give an impression that that ship is OP, to anyone who hasn't played it outside of Co-Op.
