It would generate an assault kind of feel however, and that would require to get close enough to hit the land, not get killed by defenders, and whittle down the health. it could be that its only a few ships that are able to do so however, add a strategic thing to the attackers side instead of all out for the target.

A fleet stuck in a port has zero chance of manoeuvering.  It would be a slaughter.

I am having trouble picturing what this mode would look like. If it looks anything like assault mode in World of Tanks then I would have to vote no. Would the defenders be defending a harbor or maybe an atoll lagoon? If it works the way I think it would I could see this working on a map similar to Truk Atoll. A large bay with inslands around it surrounded by a coral reef. It would offer the defenders the advantage but unlike in WOT, the attacker would have multiple avenues of advance forcing the defenders to spread out to cover all possabilites.

Developers should look at NAVY FIELD Harbor Assault mode to see what works well and what does not. I played that game from 2006 until last fall when I discovered WOT. I am looking forward to playing WOW.

Well it would give a task to those not able to attack the other ships, something similar to WoWP(lol not saying any more)

It would be interesting, and there definatly needs to be more than one gamemode to keep it interesting (although I find it hard to believe that it ever would become uninteresting)

Well maybe it can be smaller maps so ships can't approach from any direction in which cover a coastline but have cover from rock formations along the coast. Hey it is a game after all! Or maybe a island in which both sides can circle the island, but then there is a question of how to protect a capture point. Maybe have multiple capture points with smaller bars? So players have to capture several points in order to win. Kind of like Team Fortress style maps.

I think having a siege game mode involving ships on both sides could be fun, if done properly. There are several historic battles for 'fleet breakout's or fleets caught in harbor, with varying results. Some bad endings for the defending fleet have already been mentioned, but the Battle of the Falklands in 1914 is a good success story of a fleet breakout, granted one far more powerful than the one besieging it.

 

If there were well designed maps for it, say a harbor with more than one entrance or one with enough open ocean to cross before ships came in range of each other for the defending fleet to rush into a breakout position, it could be fun. Shallow waters and tight channels would make for interesting terrain in the same way valleys or cliffs do in World of Tanks, and add a time dynamic to both sides. An attacking team would have to rush to get as many ships into range as possible, advantaging ships with good dashing speed, but those very ships could run into trouble if they encounter a full enemy force while overextended themselves. Similarly destroyer screens and cruisers would have to be positioned in a way to anticipate the enemy's movements, and prevent the defender's light ships from outflanking the attacking force and finding vulnerable carriers and the like. On the attacking side, the light ships could be used aggressively to try and block the defender's larger ships from making good an escape to open ocean.

 

Again it'd have to be designed VERY well with this gameplay specifically in mind, but a good sized map with the right design and this could be an absolutely fantastic, tense and dynamic gameplay mode.
