Now, when it says "basic fxp earning is doubled" does that mean we now earn 10% instead of 5% from the XP in a match? Because if so that's huge

Correct, the base amount of Free XP will move to 10% of Base XP Earned.

Bonuses to each type of XP do not affect each other anymore, so this helps FreeXP have a better baseline to scale off of with the Bonus chosen.

Econ Signals and Dragon Signals will also be affected.

All the things which give bonuses to "Credits", "XP", "Commander XP", and "Free XP" will be converted into the new system where you can choose one Bonus for each type to use in the next Battle.

DD’s are going to be saying “Where’s my Dazzle” 

I may have overlooked it but, will this initiate a free captain respec?

Dazzle is a Commander Skill and is not connected to this at all.  No worries there~

The "4% increase to shell dispersion" when firing at a ship using a camouflage is going away.  This will result in a small boost in accuracy in general for the game on whole after the change.

Thank you. The only reason I asked is DD’s have the lowest health pool. I don’t play competitive so not as big a deal for me. Up close I really didn’t think it would matter. Long range sniping shots from cruisers or BB’s, or say rocket attack/dive bomb attacks from the air it may show up more? I imagine in upper tier competition it would be a every advantage matters.

Planes are not affected by "shell dispersion".  Only shells fired from ships are affected.

So, no increase in Bomber Accuracy~

Three things:

1) This new system sounds INCREDIBLY complicated.

2) I have my fingers firmly crossed that it will all make sense once we get to play with the interface. 

3) It would have been VERY handy for the example screenshot to be in English instead of Russian. 

 

This is a HUGE change, and the full implications are going to take a while to sink in!

I'm wondering about the purpose of these (and possibly other) changes.

Is this a solution in search of a problem, or does it form a shape that the next piece of the proverbial puzzle will fit into?

Because Signals and Camos can stack, we needed to make a fairly big formula to make sure we are converting everything correctly.  We make sure to account for all the stacking bonuses so that we exchange everything correctly from the old to the new.

The conversion is complicated, but the new system will be very easy to understand and use!

New system seems complicated and I can't help but think the economic pitch is hidden somewhere between the lines.

At first glance it looks like there will be a significant drop in the number of bonus signals. My guess this is deliberate, and part of a longer term goal to rebalance the economy. There are chages to base economy to compensate but the cynic in me says long term a reduction in signals in game will make it easier for Economy changes to  be made that may have a revenue boost for WG.

Hope Im wrong, Im far too tired to really engage my braincell.

This is a way for players to have Economic Bonuses but not have to use specific camos in other to get them.  Players will be able to choose their visual style (or no style at all) as they prefer.

The newer system will be very understandable for newer players, which is also a plus.

It may make it easier to track bonus calcs (but it's programmed math, so how hard).

It may also make it easier to control release of these bonus items (to us).  Which would be of great benefit to them.

We need the following screenshot in English as soon as possible. I suspect it tells us much about the new system, but interpretation is difficult for those who don't speak Russian.

Yeah.
Someone or some people authorized the expenditure of labor to implement this.
I agree with the sentiment that it was done in order to benefit WOWs.
And now they're trying to "sell" the idea to "us".

We're still concepting, so that picture isn't finished.

It's provided to help visual learning people make some sense out of all that text, not to represent a fully finished/completed "economy screen/tab".
