Same for me. I was able to buy both starter packs via the dockyard but after buying the 1st starter pack I had to exit the dockyard and reenter to get the 2nd. It only let me do 1 at a time and there was no way to go back and get the 2nd one after buying the 1st (again I had to exit/reenter). Nail on the head with that one. With new designers and a few carry overs being relocated, it may take them a while to sort this stuff out.
