Can someone explain French DD saturation?

There are two kinds of shell interactions that will deduct HP from a DD, penetration and over-penetration. 

Over-pen do fix damage (10% of list value) directly to the HP pool, so Franch DD has no advantage here. 

On the other hand,  each penetration shell do damage with two parts. First part (1/6 of list value) is to the ship part (bow, stern, center or super structure) where your shell pen. The other part (also 1/6 of list value) is to the "entire hull". 

Franch DDs have less HP at all their ship part. Means if you keep hitting the same area, you loss the first part of the penetration damage sooner than other DDs. With a ship part with no HP left, any penetration hit at that part do half normal damage.(1/6 instead of  1/6 + 1/6 = 1/3 list value)

she is also a premium ship, has smoke, and came out before the line did.
