For me it was Ann Margaret... here's a few reasons why.

I don't remember, who was first (one too many hits to the head) but I remember some of the ones I had. Also keep in mind that I watched a lot of old shows and all as a kid on reruns.

Lee Meriwether, Julie Newmar, and Michelle Pfeiffer

The first two I can't get any pictures to link right but anyone familiar with the Adam West Batman  series knows Newmar, who has seen the Batman 66 movie knows Meriwether, and do I really need to link a picture of Michelle Pfeiffer circa Batman Returns?

Again, can't get a picture to actually show up for some reason - but her in the 90's and Beetlejuice where I first saw her (and was at the time of course younger than her).

I'm still trying to think back past Jeannie (Barbara Eden).  There's an episode where she does a lounge number in a white evening gown that will leave your tongue hanging out and ...  But sadly, I haven't been able to find it.

Winona Ryder was my thing in the 1990s.  It's also funny because she's the reason why Johnny Depp has the "Wino Forever" tattoo!

One of the peculiar things about her was she was one of those women that could get away with a short hairstyle.  That style was a popular thing to do with women in the 90s but IMO, not many could pull off.  It was sad she had her share of problems in the 2000s and disappeared for a good while.  Personally, she is what I picture when I imagine "90s girl."

Yeah, it really doesn't work on many women but when it does, it really does. One of the few I can pull off the top of my head is Katee Sackhoff when playing Starbuck/Bo-Katan. I'd almost argue she looks terrible in longer hair than shorter.

Regarding the money, it's probably the show runners wanted to cheapen out on the actual show itself.  I have nostalgia for the time of the 90s X-Men cartoon but even then I knew the animation looked terrible.

 

Japanese animation studios doing work for American cartoons is also nothing new, had been going on for a very long time.  For instance, Japan-based Toei Animation did a number of American cartoons in the 80s, to include GI Joe and even Transformers, and a host of others you may recognize.  There was an American cartoon I used to follow in the mid 80s called "Galaxy Rangers" that had a very troubled time on the air that was like that.  I loved it as a kid but the channel changed its showtimes a lot.  They even put it for a while on the dreaded weekdays at 9a.m. when kids are at school, and I couldn't catch it.  Anyways, looking up Galaxy Rangers' history these days, the showrunners fluctuated a lot in how much money they spent on the show's animation.  Key episodes, cool space battles had the money and were animated beautifully, just like watching a good 'ol anime with the Japanese flair for space battles.  But there were a lot of episodes where it was done on the cheap and it really showed, even for me as a kid I noticed it.

Muh 90s girl Winona Ryder.  I actually didn't go for her much during the Beelejuice era, around 1988.  It was a bit later with the 90s, around Bram Stoker's Dracula where I went crazy for this girl.  Winona Ryder, Keanu Reeves, Gary Oldman, and Anthony Hopkins in the same movie!

Here are two that I remember being fond of, back in the day.

Jil Whelan, a.k.a. "Vicki Stubing" on the television show, "Love Boat".   And, another who appeared on television, for entirely different reasons, Mary Lou Retton.

I'll also mention two "Little Darlings" stars, Tatum O'Neal and Kristy McNichol.
