I clicked all over the screen and nothing seems to get me to the first phase. What am I overlooking?

Am I the only one who finds this confusing? Seems like WG tried to cut back on animations then.

They stated quite bluntly that there would be a drawing board phase followed by construction. Probably there aren't enough physical construction phases in the building of a destroyer, and some degree of padding was needed.

Would just be nice if the blue board had a message reminding us that they changed how dockyard works :-)
