I know when you go to buy a coal ship you can use some steel to make up a shortfall. Does it work the other way also if I’m say 1-2 thousand short on Steel will the arsenal let me use some coal to make up the difference? Thanks in advance.

If you REALLY need steel, you can buy the ZF-6 from the dockyard, and you'll get 200 steel for each level that you complete.

If you complete the construction of flag_Germany_18970d883c7758b53538983bd09premium_9ffc494df739f989c98f2dd3a4e40887IX ZF-6 by spending Doubloons, make sure to keep completing Dockyard combat missions—each phase will bring you 3,000 Coal and 200 Steel.

Just remember that you're not going to get it all at once. You'll only get that steel and coal as you unlock the tokens. So it's going to be 60 days or so before you see all of that steel and coal income.

The only way it works the other way is when WG takes a steel ship off the market, and releases it later for coal. And you have to contact Customer Support to do that. His email is:

He charges a markup of approximately 50%.
