So you are limiting to a line ship(s)? The super cruisers are probably the best at this but they are usually premiums.

Only cruisers that can tank that's tech tree...

Hindy is long range HE monster.

Zao too squishy.

British guns break easily.

Others are lt. Cruisers.

Don't underestimate Hindenburg AP. It's all about ammo selection, use the right round at the right time against the right target. With Hindy's reload you can switch all the time.

Depends on what you mean by holding a flank.

tanking shells, potential close quarters combact? German cruisers,  who have turtleback armor schemes, torpedoes for close range fights and hydro to detect enemy torpedoes. Graf Spee is pretty good as well.

Japanese cruisers, with good detection ranges, long range heavy hitting type 91 torpedoes for area denial and inciting fear of pushing in the enemy flank. But they cannot ales hits, are easily citadeled  from the rear in ships like Myoko or atago

And the torps. Petro is tanky, but having no torps means that the enemy will not be scared to bullrush you out of position. An Hindy  is pretty much immune to that. Its why I hate playing torpless cruisers.

In CB Hindy is used to wear down super cruisers due to her 1/4 pen HE.

But you are correct, her AP devistates broadsides.

She got the same bow and mid section armor, while having an extended belt armor, so yes she can do like a Des Moines. Arguably even better since she do not need to be bow in to stop a flank: having an hindy hiding behind an island is a major deterrent thanks to her torpedoes, while Des Moines needs to keeps her guns hot.

Venezia and Goliath are both very good for this. Both do massive damage and can tank rather well. Venezia is very manuverable, and Goliath has a super heal.

I think the hindy is the only cruiser that I have one shot other cruisers, the AP is shockingly good.

Hey]

I like the Venezia for a flank; it's maneuverable, the SAP does very well and there is something to be said for seeing 15 rounds coming at you.  There are torps but they are rather slow.  Hindy, as stated is another good choice as a good all round boat.  Henri4 used to be a good boat, but Wargaming took care of ruining it.
