You can buy access to the Research Bureau during dockyard events. I don't recall any ships coming out of the Research Bureau ever yet, so I don't know what they would do with them as far as coal steel or for sale. Regrind lines until you get enough RB points. I regrind 1 line every 3 months when the x2 RB point multiplier resets so that was like 9 months for me to get my colbert. 3. Cry as the colbert is irrelevant in a meta of deadeye BBs and lighthouse build cruisers. Where you loose access to what was once called Advance Firing Training. The process would take around just under 15 months to almost 2 years depending how often you grind ships if you want colbert for "free". It will take longer since you're a newer player.
