Was the ability to see all reserve commanders removed in 0.10.0?

Was the ability to see all commanders (all reserve commanders being the potential issue) in the same view removed in 0.10.0?  If so, it makes it a pain to easily sift through them to find one to dismiss, as it appears you have to switch to each different country to check the reserve commanders.  New players won't figure this out quickly, making them more likely to pay for a new slot when they don't realize to check the other nations the may have reserve commanders they don't need.  

Just want to make sure I am not missing something.

If you have a ship with a Commander assigned to the ship, put the mouse cursor on the commander and "left click" the mouse.
This should take you to the Commander's Captain's Skills screen.
To the left side of the screen is a menu option for "Change Commander".
Clicking on "Change Commander" will bring up a menu of reserve and assigned-to-a-ship Commanders for the nation of the ship in question.

WOWs removed the "Personnel File" and the carousel of Commanders which were listed below it. 
Which, in my opinion, was a mistake and a disservice to all players. 
We should have more, and more user-friendly tools to select, sort, and manage our Commanders, and we should be able to see them without risking a dismissal or replacement of an existing Commander.

Not only that but you need to have a ship of a nation to check out the commanders from that nation.

For example...ome people have been given the Perth as a rental & got to keep the commander afterwards...but if hey have no other Commonwealth ships that commander is inaccessible to them...they can't dismiss him (for the ECXP or even just dismiss him to make room in their reserves) or soec him or anything.

Reserve slots used to be given in mass & were worthless because of how many you got just from daily containers drops...guessing they wanted to make them more valuable as per the mods replies it doesn't seem like a bug but an intentional change.

The problem some people are running into is that if you do not have any ships from that "nation" you cannot interact with captains of that "nation" any more. The best solution I can see is to have those captains moved into the "ready reserve" where they do not count to the reserve limits until the player has another ship of that "nation".

Thank you for the clarification and additional info. 

WG made some changes with Cmdr. skills that I thought were great, and giving till mid-Feb for unlimited skill changes is a very fair amount of time.  The cost reductions are obviously good, BUT... it is a result of player complaints in the first place, and after a day or 2 with the changes, you start finding other changes "as a result" that happen to help WG offset the profit losses from the publicized (happier customer) changes.  Its too obvious for them to overlook, and too convenient to be a coincidence.  Not quite as inconspicuous, but another coinciding change was upping max Cmdr. skill points  to 21, which requires grinding 12 million more Cmdr. XP.  More reason to buy XP and Cmd XP + flags, maybe that $99 camo pack, and some players may give in to paying $20 for ships' permanent camo. 

WG is a business, they make a great game, and they are smart in many ways.
