It appears the new skills have neutered cruisers with guns under 139 mm - like the Smolensk and Atlanta. I used to be able to add range to cruisers like Smolensk and play at 18km range--now I can' only get 16. Is this correct; am I missing something? There is no way to add range to cruisers any more--correct?

Also, one of the new skills (battleships - Consumable Specialist) mentions Main battery Reload Booster - 10% and Torpedo Reload Booster -10%. What are these modules it is referencing? I don't know that I have a ship that has this--and I have about 50.

Besides the slot 6 module for t9 and 10, there's no way for cruisers to extend their gun range anymore. Atlanta/Atlanta B got their gun range buffed with the rework, just like Kutuzov did when AFT/BFT was changed to no longer buff 152mm guns. The other ships (Flint/Smolensk/Colbert/Krasny Krym/etc) didn't get the same buffs, but WG has said they'll monitor those ships and make changes if necessary.

Main battery reload booster is on the French premium BBs (Strasbourg/Jean Bart/Bourgogne). So far no tech tree battleship has a main battery reload booster, and none have torpedo reload boosters. There's nothing preventing us from getting a BB with the torp reload booster in the future, hence why it was included in the skill, but it's also pretty unlikely we'd actually get one, so its inclusion is somewhat of a moot point.

For Smolensk you’re correct, though for Atlanta you are missing something as Atlanta got the range increase baked into the ship itself with the update. As for the main battery and torpedo reload boosters, they are not modules, they are consumables like hydro, radar, ect.
