Is really good idea IFHE for Harugumo?

I love using my harugumo for HE Spamming, tested both options with and without IFHE, what you think?

Using IFHE on Akizuki is a toss-up, as many of the BBs in your MM spread are lower tier and have less then 30mm plating. In contrast, every battleship you will face in Harugumo bar two (Slava and Champagne) has 32mm of plating. The farther you go up the line, the more valuable IFHE will be.

My advice is to follow the same reasoning you use on your tier VIII+ CLs, as the IJN 100mm guns have the same penetration characteristics as the 152mm guns found at these tiers. If you are more comfortable with fire builds, forgo IFHE. If you like the extra penetration, take IFHE.

IFHE is 1 point cheaper for the same effect. In addition, the meta has shifted more towards Thunderer and Conquerors spamming HE, prime targets to abuse your 32mm armor pen.
