Analysis – Eye in the Sky Commander Skill Set

Since we have the new commander skill set, I started working on my Lazo commander. At present, the  ship has Spotting Aircraft Modification 1 (Increases the action time of the Spotting Aircraft and Rapid Takeoff Spotter consumables) +30% action time. The old spotting plane skill set is gone.

The spotting plane consumable reacts basic as such with no skills selected:

Action time is 78 seconds
Reload time is 9.8 seconds

So in a match without skills the plane cycle period is 88 seconds (Rounded up). So 88 x 6 = 528 seconds flying time cycle or 8.8 minutes. That leaves out of a 20 minute match of 672 seconds (56%) or 11.2 minutes of no spotter plane in the air 

Now add the two new skills:
Consumable Specialist  - Spotting aircraft reload time – 10%

Eye in the Sky – Spotting Aircraft consumable reload time – 50%, Number of spotting aircraft consumable + 2 charges, SPOTTING AIRCRAFT CONSUMABLE ACTION TIME – 50%

So in a match the plane cycle period is 43 seconds (Rounded up). So 43 x 8 = 344 seconds flying time cycle or 8.8 minutes. That leaves out of a 20 minute match of 856 seconds (71%) or 14 minutes of no spotter plane in the air. 

 

Now to me having a skill is meaning to be better than normal. Adding the present “Eye in the Sky” skill to a commander is not an enhancement at all. What are the developers thinking with this change for the “Eye in the Sky” skill set? To me I thought they would made changes to the Spotting Aircraft Modification 1 upgrade before they change the commander skill set. Outside of having the “Consumable Specialist” skill, what I am suggesting for balance is to change the “Eye in the Sky” skill set to the following:

I don't understand and why penalize the player for picking a commander skill.

Try it on a ship that doesn't have the spotting aircraft mod fitted. I think they might be clashing.

Also, I think the Eye in the Sky skill is for people who want the ability to put the spotter up more often for a quick extended-range shot and find themselves wishing they could pull it down again because the enemy ship is now in range/view and they could shoot better with the standard perspective. If you're looking to maximize your spotter-airborne time, this is not the skill for you - but then it likely wasn't designed for you.

The Lazo is the exception because it is the only ship (afaik) with a fast-cycling spotter plane. Examine the Surrey for a more realistic example. With Spotting Aircraft Mod 1, action time of the consumable is 130 seconds and the reload time is 240 seconds. With Eye in the Sky the numbers are 65/120, and with Consumables Specialist the times are 65/108.  For the all ships with ridiculously long spotter plane cooldowns, this makes the spotter plane actually usable more than once or twice per game.

I would rather have access to when I need it than have it up for a bigger % of playtime and be unavailable for 5 minutes.
