Missing either SBM1 upgrade or AFT trait reduces GK secondaries range to about 9km. Example here with a GK having only AFT for secondaries range buff, but missing SBM1 upgrade. 2. The target is not in the firing arcs of your secondaries. 3. Some terrain feature like an island tall enough to prevent your secondary battery from engaging the target.
