Cart rails on the Suvorov?

Sometimes just look at the detail on the models in port. Long ago found mostly hidden landing guns (wheeled cannon for the Marines) on the deck of the St Louis. Grinding the Russian BBs finally and noticed the Suvorov had a  set of rails on the rear and fore superstructure deck. Small grey cart there too. Normally ships will have rails for mines, torps or aircraft. Suvorov has none of these. Any ideas what they  are for?

I know, its for the booze cart for all those under-the-stars parties! Can't have the cart rolling away when the ship pitches.

So nobody knows the actual purpose? Seems a strange detail to added on a whim by a WG modeler. 

 

Wondering if they are somehow associated with the secondaries that are below them?
