WG has a history of biasing things to top tiers so those who do not have a bunch or does not play T8-10, just gets left out. It is a bit short sighted. Far more useful than the endless flags and camos (though thankfully you no longer get those 'special' modules like enhanced spotter plane time through SCs anymore). I got three of those during the T10 anniversary SC event - as such, I have acquired the Anchorage for free via the dockyard (buying the stages in advance costs 500 doubloons less than at the end).
