I cant wait to discover what things get changed that they didn't mention with a 2.65GB patch. The hotfix/patch file they provided for this same issue is only 22MB.

Kinda fishy. I downloaded the patch yesterday (worked) and really it was just changing the main EXE (in either 64 or 32 version). Why so much now?

OPs post says it is just the FPS bug

Just because you are downloading 2.65gb doesn't mean 2.65gb of stuff was changed.
