How would you need to play MechanicsJapanese seaplane carrier Mizuho

 1st of all this ship you would need to play at as bow on as much as possible

In use the for mounted guns sure advantage like a dunkerk

 Considering the ship had fighter planes and scout planes I'm not sure about anything else premium ship course

This thing had DD guns; you'd need to run and hide and pray no one ever found you.

I'd have to agree with you on this one. It has even worse gun firepower than the Kitakami, a ship with literally four guns.

Seaplane tenders or Float-plane tenders performed similar roles.
Scouting/reconnaissance, rescue of personnel, attacks of opportunity on feasible targets.

Would be nice to have some scenario operations to use these types of ships in.  
But, I could play them in Co-op or random battles, too, especially if they got rewards for doing their historical jobs.

I would play it.

I've been advocating for playable Repair/Cargo ships for over two years (even mentioned it to the WOWs personnel during the 2018 Anchors Away Tour aboard the USS Massachusetts).
I've advocated for playable Seaplane-Tenders for over six months.  I'd like to see them rescue downed pilots and crews of sinking ships.  (And earn points towards team scores and earn rewards in the process.)
