Is there a way to lock turrets to one position and then click a key in a new position (where view currently is) so they move there?

 

Currently they follow mouse.

If your games lagging you may want to delete system32. It's bloatware that Wargamming likes to put in their games.

Ctrl + X will lock guns to the direction you are aiming when you hit it, Shift + X will lock your guns to a location you are aiming at when you hit it. (Aim at island hit Shift + X, and guns will turn to always stay aimed at the island.)

NOTE: Tap X again to unlock guns.

No Ctrl + X will keep the guns pointing where you aim them to your ship, as in if you aim to the right of you ship and hit Ctrl + X, the Guns will always be pointing to the right of your ship. But Shift + X will lock the guns to what ever you are aiming at and will turn to stay aiming at the point.

No they work similarly. Shift+x will cause your guns to be trained to a specific spot and will rotate to always be aimed at that spot.
