Tier 3 is the norm for the start of BB lines and that raises questions on what ship to use because the Italians didn't build a Dreadnought type battleship until 1909 but boy oh boy did they build one. https://en.wikipedia.org/wiki/Italian_battleship_Dante_Alighieri I think this should be used with dispersion/sigma/ROF tweaking because the other options are pre-Dreadnoughts which without tweaking to the secondary range to be useful in combat would be terribly under powered. I prefer to use the real ships if possible to limit the amount of "paper" in the tree which if done right would be limited to tier9 & 10. There is also the possibility of ships in two tiers, as built and after rebuild such as Conte di Cavour as built at tier 4 or maybe 5 and since the GC is already in the game the Leonardo da Vinci as the rebuilt ship one tier higher.
