You spend a lot of time kiting, so your engines and rudder are more susceptible to damage. I’m also partial to IFHE, as it buffs your raw damage output, which I value more than fires. With your current build, I'd probably recommend saving for IFHE first (gives you 32mm pen to do more consistent damage to battleships, as well as let you pen the decks of some CAs and large cruisers that have 35 and 36mm deck plating), then get SI for the extra radar charge, and get EM for your last two points.
