Submarines have there AA and secondary guns turned off because they do not a have a High enough caliber.  But thats not true they have the same caliber of destroyers of there tier and its better to do some damage then no damage.  Carrier will be another major threat to surfaced submarines and most submarines have 2 AA guns, they are not ment to shoot down the hole squad they are met to do some damage, to deter the plane from flying over the submarines.  If you agree leave a message Thanks you!

20 seconds to rig the gun to fire after surfacing fully , then 20 seconds to rig for submerge . That should do it .

I think they should have both guns and AA but I would not expect much out of them but they could finish off an almost dead ship.

or sink merchant ships since your torps dont work and are super expensive - american sub crews stuck with the mark 14 torpedo

They don't have them, because all people would do is try and use them just to get killed.

Also, the actual guns in service had much lower effective rates of fire than a DD or secondary gun on a battleship, as there is no ready service ammunition locker on the submarine. So, you'd be driving around with a single bad gun at that.

The problems with the Mark 14 were pretty much fixed by 1943 with either field modifications or production changes.

its are ment not to Accomplish anything, just to be there do some damage to the DD that hunting you to do something

yeah and subs move at 13 knots underwater thats accurate too

have more experianced crews to surrive and less subs lost EX: USS Tang, who had a very experianced crew, sunk herself with a torpedo that bobbed out the water, had its rudder jammed, and circled back

We didn't enter the war until the end of 1941 but I agree that it took far too long to fix the issues officially. The field mods were being done unofficially by March of '42 and later in the year officially.

In one of the test runs for subs I was being chased by a DD that had about 50 hp left. He forced me to the surface, if I had a 4" deck gun I could have finished him off. I zig-zagged and he couldn't hit me for a about 30 or 40 seconds. Like I said a deck gun would have made a difference.

WG put the deck guns and AA guns in operation!!!...Please.

I agree.
All the armament that a specific submarine was equipped with should be fully operational.

Would deck-guns require time to bring into action?  I imagine so.  Also, remember that WOWs uses time compression, so the delay will likely be a fraction of the historical time requirements.

Would the guns need a buff?  I say, "no".  
Submarine deck-guns and AA fire have known parameters of performance.  They just need implementation, so that players can use them at their discretion.
