Recently going to purchase Mahan.... I found that it would have stealth torp capability - any tips?

Tier 7 is the last tier for anything your learned from that tier and below...

From tier 8 onward, you need to be reeducated in the art of DD torp or even DD gun play...

I recommend @Destroyer_KuroshioKai For related DD help tips...

If you have a replay of a DD match you want analyzed, I recommend to submit it to  @Lord_Zath  for his dissection...

Try and line up your torps so they have the largest area to hit with, the sides of the ship.

It works best if the torps end up hitting their intended target at a 90d angle.

This means, with Mahan's torps, you are launching your torps from around 45 degrees off the bow of your intended target.

Simply put, torp as close as possible to reduce the travel time to target.  Ships can only move over so much area over the time it takes for torps to arrive.  I suggest hitting the training room to check to see how long it takes for your torps to arrive at 8km and max range.  This will give you times that you can then compare to BB rudder shift, and acceleration rates to help you understand how large that target area is.

This video is the best I have seen for basic torpedo marksmanship.  Shout out to @iChase I have sent a ton of people to this video over the years.

These two videos are pretty solid staying in good position to catch the broadside of the enemy's advance, and/or create an invisible crossfire with my teams BBs.

Use your mini-map when aiming.  You can often torp ships moving towards you although they are currently out of range.  Look where the ship's direction line is intersecting with your aiming line.  This comes in handy once you hit the radar tiers and your torps don't reach 12km or more.

Other than that KuroshioKai is a great player to learn from.

With Mahan I also had a lot of good results with preemptive torping channels or areas. The long range on the upgraded torps and their slow speed make this "to whom it may concern" approach viable in my opinion. Just make sure you don't torp into your friends...
